CENTRAL FLORIDA Chapters Break From National Group NEW YORK UP -New York City, Kansas City and Philadelphia chapters of the Congress of Racial Equality broke yesterday from the national organization, dissident leaders announced. They charged that the parent group was paralyzed by an interior power struggle. 2 Die as Liner Draft Downs Small Plane PHOENIX, Ariz. (R-A private airplane landing in the wake of a jet airliner went out of control yesterday and crashed on a Phoenix street, narrowly missing a bus which carried 21 passengers. Two prominent New Mexico businessmen aboard the plane were killed. They were Paul K. Becker, 48, and the pilot, Jim Stephens, both of Roswell, N.M.

Man Drowns When Boat Capsizes DADE CITY (By Staff Writer)-A 69-year-old man from the St. Joseph community drowned while fishing in the Hillsborough River early yesterday morning with a lifelong friend, according to a member of the Dade City Rescue Squad.

Bernard (Bennie) A. Blommel drowned when a small boat capsized with him and W. E. Musgrove, of Huntsville, shortly after the pair had put in just southeast of Zephyrhills planning to fish down the river to U.S. Highway 301 where Musgrove's son was to pick them up, I Leverne Sullivan said.

Musgrove, also 69, told Pasco County officials he made futile attempts to help his friend to shore only to have him slip from his grasp in the swift waters of the river. Musgrove said Blommel was a "good swimmer" but they were in water over their heads. He said the boat capsized when Blommel reached up to get a hold on a tree leaning across the river as the boat and passengers started under it, according to Sullivan. of the Dade City Rescue Squad were called to the scene at 10:50 about a quarter of a mile from State Road 39 and Blommel's body was found ad by divers at 12 o'clock, Sullivan said. Weekend Traffic Deaths Lower Than Expected By The Associated Press Traffic accidents during the four-day celebration of Independence Day killed 619 men, women and children. This compared with 553 deaths in a nonholiday weekend of equal length. The toll fell short of the National Safety Council's advance estimate that 700 to 800 Americans might lose their lives on streets and highways during the period that began at 6 p.m. Wednesday and ended at midnight Sunday. The council yesterday termed the lower-than-expected toll a significant gain in traffic safety.

Blaiberg has the will to live again," said Prof. Christian N. Barnard, who performed the transplant Jan. 2. "As yesterday's hospital bulletin said, his lung condition has improved a lot.

He has lost the symptoms indicating that his heart was not functioning properly." After visiting her husband in the sterile ward of Groote Schuur Hospital, Mrse. Blaiberg told reporters: "It is a miracle. He is much better." Admitted to the hospital more than three weeks ago, Blaiberg was found to be suffering from hepatitis, a liver infection. Then last week he developed pneumonia, along with symptoms that his body might be rejecting the transplanted heart. Doctors began treating Blaiberg with a French antilymphocyte drug Saturday and his condition improved immediately.

A special night watch of radiotherapists also has been instituted for him so that he can receive radiotherapy treatment for his condition. Barnard denied that Blaiberg had ever refused to undergo a second heart transplant, which was under consideration for him at the weekend. Two Killed, Two Wounded In $169 Holdup BALTIMORE, Md. -Two employes were killed and a third employe and one customer were wounded yesterday as a bandit emptied his gun at them after robbing a sandwich shop of $169. Va. (P) Four small children and their aunt died yesterday in a fire which destroyed a rural home 15 miles northeast of Point Pleasant. The dead were the children of a sister of Mrs. Velma M. Allen, 28, who was in Charleston 65 miles from the scene -at the time of the fire.

The dead were identified as Frances McCane, 24, a sister of Mrs. Allen who was staying with the children, and the four Allen children Betty 4 or Leona, Bobbie Joe, 4 or 5, and William, 16 months.
